Nearly 100 enthusiastic precinct delegates, alternates, elected officials and candidates gathered for the Republican Chaffee County Assembly at Salida Middle School March 15, 2008.

The 68 Assembly delegates, who were elected at the county caucuses on Feb.5:
  • Unanimously approved Republican candidate nominations of Dennis Giese Frank Holman For Two Chaffee County Commissioner seats.
  • Elected a total of 19 delegates and 19 alternates to represent Chaffee County at the Republican State Convention to be held in Broomfield on May 30 and 31.
  • Approved 7 of the 13 Resolutions submitted by individuals at the Republican county caucuses.

RESOLUTIONS - 2008
APPROVED AT CHAFFEE COUNTY REPUBLICAN ASSEMBLY BY SIMPLE MAJORITY VOTE

1. Colorado Republican Party Primary
Let it be resolved that the state of Colorado hold Republican party Primary on super Tuesday so as to give Colorado Republicans a larger voice in national races.

2. Presidential Line Item Veto
Let it be resolved that the issue of a Presidential line item veto be revisited.

3. Supreme Court Nominees
Let it be resolved that congress makes an up or down vote on Supreme Court Nominees

4. THE DEATH TAX
The Death Tax is one of the main reasons family farms are selling to developers all across the nation. Many families must sell all or part of their property to pay required taxes, levied after the death of the owner. This is a significant burden on these family farms and ranches (& businesses) that already operate on very slim margins.
Be it resolved that the Estate Tax or Death Tax be abolished.

5. Resolution to update the Fourteenth Amendment
· Increasing numbers of non-citizen women who are near full-term pregnancies are crossing our borders to give birth in the United States so that their newborns will automatically become natural-born citizens of the USA. Countless other women who are illegal immigrants are also giving birth to automatic US Citizens.
· The Fourteenth Amendment to the U.S. Constitution states in Section 1 that "All persons born or naturalized in the United States.. .are citizens of the United States and of the state wherein they reside." This provision was included after the Civil War to ensure that freed slaves and their children would be citizens. But many types of non-citizens have long been abusing this special provision. The Supreme Court has never ruled on whether children born in the United States to illegal immigrant parents are entitled to birthright citizenship via this amendment.
· This type of birthright citizenship to children of non-citizens is not given in most of Europe or Asia. .
· To clarify this issue, be it resolved that the words "to parents (at least one being a citizen of the United States)" be inserted so that the first sentence of Section 1 of the Fourteenth Amendment to the U.S. Constitution reads:
Section 1. All persons born to parents (at least one being a citizen of the United States) or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.

6. LIMITS ON TAXATION
Whereas, a basic principle contained in our Constitution is that all citizens should be taxed equally to bear the cost of supporting constitutional government activities; and
Whereas, all taxes are by their nature burdensome, but to some degree necessary to support the legitimate functions of government; and
Whereas, all levels of government continually attempt to increase spending, and thus increase the taxes they forcibly take from the citizens; and
Whereas, it has become the practice for a minority of citizens to pay a majority of all taxes (soak the "rich"); and
Whereas, our Constitution does not contain a limit on the amount of money that governments can forcibly extract from a citizen.
Therefore, be it resolved that no citizen should be forced to pay more than fifty percent of their yearly income in taxes to all levels of government. All Republican candidates for office, and current office holders, are hereby directed (encouraged) to actively support this limitation. Failure to do so shall result in the Republican Party actively opposing their re-election.

7. RESOLUTION TO SUPPORT LIMITED GOVERNMENT
Whereas, the historic American form of government, a constitutional republic, has provided more benefit for more people than any other in human history; and
Whereas, all members of Congress take an oath to protect and defend the Constitution of the United States, and to bear true faith and allegiance to the same; and
Whereas, it has become the practice for members of Congress to vote fm laws that are not authorized by our Constitution, and are thus unlawful under the supreme law of the land, our Constitution; and
Whereas, it is our desire to have the citizens of Colorado more effectively hold our representatives in Congress accountable to uphold their oath of office.
Therefore, be it resolved that all members of Colorado's Congressional delegation (Representatives and Senators) shall specifically cite that: constitutional authority for each bill they vote to approve. Each member shall periodically make available to his or her constituents a record of each such vote. Failure to comply with this resolution will result in the Republican Party opposing their re-election.

 

The State Convention adopts resolutions and determines the nominees for district, state and national offices who will represent the Republican Party in the Colorado Primary Aug. 12. The State Convention also elects Delegates at Large and Presidential Electors for the National Convention. As customary, Chaffee County delegates are not formally committed to specific candidates or issues at the State Convention. However, before the secret ballot was cast, each candidate made a statement of why they wished to be a State Delegate. It is also appropriate for individuals to lobby State Delegates.

These Resolutions address issues &/or positions local Republicans want their party, and the candidates it supports, to incorporate as a basis of party values & course of action. The 7 approved Resolutions will now be considered for approval at the State Convention. If approved, they will either be adopted at the state level &/or sent on for consideration at the National Convention to become part of the Republican Platform.
